License Renewal InformationAll LRTC and LRTR licenses expire at midnight on December 31, 2025 (with the exception of individuals licensed after September 16, 2025). Renewals will become available on the online portal on November 1, 2025.
 
 CEU Requirements - (2025 is not a CEU Reporting Year.)November 1 – November 30, 2025: $55 (Early Renewal Rate)December 1 – December 31, 2025: $65
 20 CEUs are required between October 1, 2024 – September 30, 2026.
 CEUs must be listed in the online portal prior to the 2026 renewal. (uploading documentation is encouraged and may be uploaded as a single file).
 Carryover Hours: If carryover CEUs do not auto-populate, manually enter them as “carryover hours.”

 How to Apply for Your LRTC or LRTR License
 Once you have graduated and earned your NBRC credential, follow these steps to apply for your LRTC or LRTR License:
 
 How to Upgrade from an LRTC License to an LRTR LicenseLog in to your online portal.On the Home Page, click Apply Online.If you are logged in, your contact information will auto-populate. Review and update all fields as needed.In the Type of License section, select the license you are applying for (Certified or Registered).Complete all application questions.Upload your conferred transcript or diploma and NBRC certificate. After selecting the files, be sure to click [Attach File] to confirm upload.Pay the $200 application fee.
 Once you have earned the RRT credential, follow these steps to upgrade your license to an LRTR License:
 
 Log in to your online portal.Click the Request tab in the top ribbon.Select Upgrade.Complete the form and upload your RRT credential from NBRC. After selecting the files, be sure to click [Attach File] to confirm upload.Pay the $10 upgrade fee.
 
                    
Reinstating an Expired License
Forgot your license number? Use Verify License to find it.Log in using your email as your User ID.Click Reinstate and select Reinstatement at the top.Complete the form and attach all required documentation.

Verifying a LicenseLicenses are posted immediately once issued and are valid for practice. Photo ID license cards are no longer issued, but we can provide sealed verification documents upon request.
To confirm a practitioner’s license, visit Verify License to view or print an official record. These verifications meet JCAHO requirements.
 
                    WVBORC Legislative UpdatesSeries 1: Criteria for Licensure - Effective May 1, 2025Final Rule Adoption – 2025 Legislative Session
As a result of the 2025 Regular Legislative Session, the Board has formally adopted changes made by the WV Legislature to remove the prior date-based distinctions and eliminate the temporary permit language altogether. Under the newly adopted rule applicants may qualify for licensure with either a CRT or RRT credential, regardless of the date the credential was earned. This new rule effectively supersedes the Emergency Rule; hence making the Emergency Rule obsolete. On May 1, 2025, the Board office converted all Temporary Certified Respiratory Therapist permits into Licensed Certified Respiratory Therapist (LRTC), with expiration dates aligned to December 31, 2025.
 
 Series 9: Student Temporary Permit – Amended
 This amended rule went into effect on May 18, 2024. The rule broadens the scope of the Student Temporary Permit. Please note the Educational Facility Affidavit and Employer's Statement forms have been updated to reflect the changes in this rule. Please click here for the updated application.
 
 Series 10: Consideration of Prior Criminal Convictions in Initial Licensure Determinations - Effective May 1, 2025
 Series 10 governs how the Board evaluates prior criminal convictions when reviewing initial applications for licensure. During the 2025 Legislative Session:
 The sunset provision was extended through August 1, 2035, ensuring continued application of this rule.A minor wording revision was made: the phrase “and the applicable fee” was removed from Section 5.4 to align with current application processing standards and clarify fee procedures.
 Series 11: Telehealth Practice – New Legislative Rule Adopted - Effective May 1, 2025
 The practice of telehealth continues to expand nationally, and the West Virginia Board of Respiratory Care has taken a significant step forward by formalizing telehealth regulations for licensed Respiratory Therapists.
 
 Rule Overview:
 On May 1, 2025, the Board adopted Series 11, a new legislative rule that establishes the framework for telehealth practice in respiratory care. This rule remains in effect through August 1, 2030.
 
 Purpose:
 The new rule allows licensed Respiratory Therapists in West Virginia to use telehealth technologies to deliver safe, effective, and compliant care to patients located within the state. It supports broader access to services, particularly in rural or underserved communities, while holding practitioners to the same high standards required for in-person care.
 
 Key Provisions:
 Licensure Requirement: Therapists must hold an active West Virginia respiratory care license in good standing. Services must be provided only to patients physically located within West Virginia during the session. Telehealth services must meet the same professional standards as in-person care.

Code §30-1-27, a person shall be granted an occupational or professional license, registration, or certificate if the person has been licensed or certified in another state, the license, registration, or certificate is in the same discipline and at the same practice level as the license, registration, or certificate for which the person is applying in this state and the person meets other conditions prescribed by W. Va. Code §30-1-27.”
